As far as I know this will also apply to (some) Windows 10, depending on the machine.
Recall is not yet part of 24H2 update. I have installed update 24H2 and there is no Recall. As far as I know, for Intel and AMD machines, Recall will be launched after November.

Microsoft: "Starting in October, Windows Insiders will begin to see Recall on Snapdragon-powered Copilot+ PCs. Those who purchase Intel- or AMD- powered Copilot+ PCs will initially see Recall in the Windows Insider Program starting in November. "
