Not seen one of those patterns before - I guess it is probably RAM, but any other ideas?

That's a very UK looking mains socket with UK 13A mains plugs.
As to the fault, a RAM fault is likely, but it could also be a faulty address multiplexer chip (type 74LS257).
Does the user have access to a Gold or Super Gold card to test with?
