The off load voltages are misleading. The PSU is not regulated, so the voltages will be higher than you expect when not supplying the full rated current.

The 'dot' indicates pin 1 which is the input (the nominal 9V from the PSU).
The middle pin (pin 2) is 0V/GND
The remaining pin (pin 3) is the +5V output.

The maximum current rating can be higher (within reason) but not lower.
If buying on a trading site, use a seller from your own country that has a good reputation or buy a known brand that has a good reputation.
