No - Zaxon is a Polish developer - he has produced a range of SD card interfaces and sound interfaces for the Spectrum and other computers.
This is his first QL interface.

In fact, not the QubIDE, but the Trump Card part of the Zaxon's QubIDE+TrumpCard combo contains TKII in ROM.
