PS: Ive used Quill-View V.05 for a number of years. However, I havent tested the one I pointed to above, other than to look at the contents and check that Quill-View.exe was present. I cant vouch for that zip file or its contents!

My preference is not to require the (full) PE to use such a reader, even if it might benefit from use of OUTLN (and this require at least ptr_gen + qptr_bin) for keeping its windows tidy...

I suspect some more refinement/agreement on the specification requirements would be useful - I'll think some more on that!
