The VM was only required to run the older PAL and GAL software - which was DOS based - nothing to do with the TL866 programmer or it's ability to run in Linux - the programmer - whilst excellent - may still not be able to program PAL chips - that's down to the firmware in the programmer - not the OS it's being used from.
