Detect Q-emulator

There is an extension to detect Q-emuLator:

It provides a command called IS_QEMULATOR (and another one called QEMU_VER$).

Since I last posted I’ve discovered the hardware I wanted to use with q-emulator doesn’t work on Windows 11 ARM64 so I’ll have to use a real QL only which means my project is going to take a long time
